POLITICS AND CORRUPTION – DAM UPDATE: 21 June 2017

I write to continue to update upon concerns regarding the highest Dam in the US in California. Politicians and Those that are responsible for safeguarding lives, in safe engineering practices, are becoming more concerned with the threat of mistakes becoming public.

Money and Politics are becoming the main desire of those that should instead be looking to the safety and care of the hundreds of thousands of lives that are in immediate harm should there be an operational dam failure.

Just as Pope John Paul II and Pope Benedict XVI had taught the ethical, moral, and theological responsibility for vehicle owners to maintain safe their cars, with a degree of margin of safety, so too does safe engineering practices be required for a margin of safety in proper engineering at a dam in light of the Sincerity of Love “Love must be sincere.. Be devoted to one another in brotherly love. Honour one another above yourselves (Romans 12:9-10) [1].

Too many design issues have been discovered that are being covered up. This dam is being operated unsafely to the industry norms of margin of safety. Yet the Governor of California is more concerned about receiving Federal reimbursement monies from the spillway failure earlier this year such that new Laws were recently written to keep other potentially risk failing dam information secret from the public. The appointed directors, in DWR, that are in charge of oversight and operations of many dams in California are also keeping information secret from the public.

Worse yet, a Federal Dam Safety Oversight agency, called FERC (Federal Energy Regulatory Commission), has quietly altered their electronic records database to try to hide from the press and public in accessing certain public documents on the dam that reveal engineering flaws and issues.

Actions such as these are precursors to where people become concerned about the public discovering the truth, and possibly fear their careers would be at risk if the truth were to be discovered.

Indeed, the documents that have been selectively “hidden” from a database search, are those that reveal significant engineering issues, including one that points to human error (incompetence) in where “deep void filling” of large chasms eroded under the spillway were filled with concrete. If the totality of the engineering practices, and the lack of care of safety of margin in actions were revealed to the American public, the political fallout, the subsequent Liability Lawsuits, and the engineering mistakes would be difficult for those that are trying to keep information secret.

California is blessed with agricultural produce and resources that help feed many in the US and in crops to the world. Water is a precious resource in California including to its millions of residents. Politics and Corruption should be put aside. Instead, the Love of one another, in Brotherly Love, should rise in the hearts of the calling of those in authority to serve their brothers and sisters.

Any prayers would be helpful for the spirit of Love to overcome.

34. The duty to protect goods may be compromised not only by careless driving, but also by not maintaining a vehicle or means of transport in safe mechanical order, by neglecting periodic technical check-ups. The duty to have vehicles serviced should be respected.

43. The Church’s teaching on these issues is very clear: “The often tragic consequences of infringements of the Highway Code give them an intrinsically obligatory nature that is far more serious than is generally thought. Motorists cannot merely rely on their own vigilance and ability to prevent accidents, but should rather maintain an appropriate margin of safety, if they wish to be free of carelessness and avoid unforeseeable difficulties”[11]. Indeed, “rightly, civil laws regarding human coexistence support the great law of Non occides, thou shalt not kill, which stands out in the timeless Ten Commandments, and is a holy precept of the Lord for everyone”[12].

51. The exercise of charity by drivers has a dual dimension. The first regards looking after one’s vehicle, which means making sure that it is safe from a technical point of view, so as not to knowingly put one’s own or other people’s lives at risk. Taking care of one’s vehicle also means not expecting more from it than it is able to give.

45. Theological, ethical, legal and technological principles support the moralisation of road use. “Such principles are based on the respect due to human life, to the human person, which is inculcated from the very first pages of Holy Scripture. The human person is sacred: it is created in the image and likeness of God (cf. Genesis 1:26), and redeemed through the immeasurable price of Christ’s blood (cf. 1 Corinthians 6:20; 1 Peter 1:18-19), and has been introduced within the Church and the Communion of Saints, with the right and the duty of mutual, effective and sincere charity towards one’s brothers and sisters, according to the command of the Apostle Paul: ‘Love must be sincere … Be devoted to one another in brotherly love. Honour one another above yourselves’ (Romans 12:9-10)”[14].
